UK Councils Intend to Sell Off Social Clubs and Leisure Facilities to Manage Finances

Based on a latest study of municipal councils, UK councils are preparing to sell social clubs, sports centres, and retail spaces as they rely on a rapid disposal of assets to balance the books.

Increasing Financial Challenges Drive Asset Sales

The Key Cities Group for second-tier cities in the UK stated that 60% of councils are planning to dispose of properties to cover the rising costs of social services for vulnerable individuals.

Councils have in the past faced criticism for disposing of playing fields and land to shore up their budgets, but they contend they must proceed to generate essential revenue from asset sales or declare themselves bankrupt.

This coalition said that a high proportion of authorities seeking to raise money from a quick sale of holdings represented “a distinct shift from 2024, when the largest share (60%) of municipal officials said they would focus on service redesigns and utilising financial reserves to weather increasing financial challenges.”

Specific Cases of Planned Disposals

One local authority in southeast England announced its property management strategy included the disposal of a shopping centre in Rainham and a community venue in another town to generate £20m over five years.

  • A local golf course and commercial properties held in two English counties, which all generate rent for Medway council, will also be disposed of under the plan.

Council Tax Rises and Wider Financial Pressures

The survey of councils in the coalition, which covers several urban centers, further found that over seven in ten of councils will have to increase local levies next April to address the rising cost of core provisions, higher levels of housing insecurity, and a persistent accommodation deficit.

Medway council said it will proceed with property disposals after steep rises in the cost of children services, support for vulnerable learners, elderly and disability services, and short-term housing.

“We are taking creative strategies but certain measures take time to achieve both improved services and cost efficiency,” said Vince Maple.

He continued: “There are population challenges which will persist to increase the strains we have. As a unitary authority, we had a drastic reduction in our revenue support grant from over the past decade, which is very challenging.”

Countrywide Trends and Projections

A survey of regional authorities this week also found council budgets being strained by the growing number of children and adults requiring Send support.

The County Councils Network projected that local shortfalls will reach 4.4 billion pounds a year by 2029, as they struggle to cope with increased demand.

Ministers have put off scheduled changes to the Send system until the coming year after a white paper outlining those changes has been postponed.

Disadvantage and Financial Shortfalls

Based on the most recent deprivation measures (the Index of Multiple Deprivation) covering UK local authorities, several key cities members were among the most deprived in the country.

  • “Participating urban centers like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton place in the top 30 across the country under the 2025 IMD measures,” noted the report.

“Although only one key city is among the top 10 for disadvantaged communities nationally, cities are far more likely to be in the worst-off 20% of England. The figures underscores the scale of difficulties confronting municipal officials across major urban centers in the next twelve months,” the analysis added.

“Council officials have been clear about the necessity for a fair and sustainable funding system that reflects and addresses the actual extent of deprivation and demand,” said Michael Mordey.

“Lacking this, local authorities will persist to face impossible choices around which vital provisions to allocate spend to, and which to cut, to the disadvantage of their residents.”

A fifth of councils have reduced or weakened social care provision in the last year, the study revealed.
